An Identity Uncovered! can be converted to Blackmail Materials. If you have a lot of Appalling Secrets, converting them into Tales of Terror!! with the Deliberately write down the worst bits action can also produce Blackmail Material on a rare success.
Profession
Journalists, Watchers, Authors, Conjurers, and Crooked-Crosses get Blackmail Material from A Professional Reward.
Pre-Person of Some Importance
The Underclay may, depending on your Shadowy, be a fast and reliable way to grind Blackmail Materials.
The very infrequent card The Curt Relicker and Montgomery are Moving Quietly Past allows you to exchange Certifiable Scraps for Blackmail Materials. The standard frequency card Wanted: Reminders of Brighter Days provides Blackmail Material for Scraps of Incendiary Gossip.
Person of Some Importance
As you are becoming a POSI you will be tasked with obtaining a Velocipede. With this you can make your way to Concord Square and earn Blackmail Material with the repeatable story Riding the Savage Cobbles. However, this probably will still be slower than the Underclay grinding mentioned above.
Railroad and Later
After unlocking the late game and the Khanate, you can grind for Blackmail Material there.
