All-told, it's just barely possible to do this 2 times, assuming you haven't gotten any other CP (Level 0 to 10 is 55 CP, and since one use of this is 50CP, you can barely squeak out a 2nd with 5CP left to spare). That said, it's good enough that if you're just ''barely'' level 10 and not currently White, it may actually be worth it to do a few things that reduce your Liberation quality (such as lightening an Upper River area) just to get that last 50CP if you can bump your level under 10 in only a couple actions.
