This does not align with my experience - Mithridacy difficulty is 100% at 8 for me, though it suddenly and briefly became only 90% at 8 recently and then switched back. It seems as though the difficulty must vary based on some other quality, though I haven't the faintest idea what. Probably warrants further investigation.
