Dreaded Requirement

When approaching this action, I had 20 Lessons, A Prolific Pirate 7, and Respected by the Corsairs 10. My Dreaded requirement, however, was at 9. What factors affect this, and how do they affect it, then, because this page currently has a much different requirement?
