Yep! That's what I meant by the 41 BDR Favour grind: 14 actions to go from Notability 1 to 8, plus one to buy Favourable Circumstances, plus one to use it. This is the only way to grind some Favours without getting lucky flipping cards, and works out to about the same FpA as the grindable ones (Church/Constable favours from breeding Hounds of Heaven, Urchins/Criminals favours from Boxful of Intrigue, etc).
