That being said, it's still one of the better ways to transfer wealth to another player. It turns 10e on your end into an average of ~6.17e on their end.
You definitely lose value on your end (compared to the 1:1 ratio of other gift options on the card) but it's a much better EPA for the receiver of the gift.
Receiving 100 Rats on a String takes 1 action and gives 1 echo, for an EPA of 1
Receiving the jewels option takes 1 action and gives 1.02 echoes, for an EPA of 1.02
Receiving the Surprise Package takes 2 actions (one to receive, one to open), and gives 6.17 echoes, for an EPA of 3.08
This still isn't that great of an EPA for a late-game player, but it's decent. Actually pretty good for a new or mid-game player. If you really want to send a gift universally useful gift, sending Second Chances is probably your best bet.
It's also worth mentioning that it's one of the only ways to get the Blemmigan Secretary, for what that's worth.
