it was originally introduced during the first FotZ in 2014, and, like its compatriots <a href="/wiki/Mutersalt" title="Mutersalt">Mutersalt</a> and <a href="/wiki/Consignment_of_Scintillack_Snuff" title="Consignment of Scintillack Snuff">Consignment of Scintillack Snuff</a>, has been made available through other means (being as underwhelming statwise as they are).

though I agree the standard "this content is tied to a festival" banner text is pretty bad at conveying that. I think I've heard some talk about making a "this content was introduced during a festival, and is now freely available" banner, but with all the fuckery inherent to these templates (<a href="/wiki/All_Aboard!" title="All Aboard!">All Aboard!</a> and all of its branches are still listed as Horticultural Show-exclusive content) I'm sure this is easier proposed than implemented.
