Success

[…] a bombazine-wrapped package. Inside are the four slim volumes of the Gulbahar Redaction. There, among the forbidden sigils, you locate the one Scathewick had crudely attempted. It means 'A thing which is empty, whose purpose is to be filled.'

Description summary:
The symbol is uncommon, and upon speaking to a retired professor he informs you that a list of prohibited sigils is definitely not kept by the Senior Auditor of the Ministry of Public Decency.
