Initially you will have to build your {{IL|Tales of Mahogany Hall}} to a minimum of 8 to cash out, (36 CP) with the max option occurring at 14 (105 CP). It's worth noting that when you cash out you will only spend 10, 20, or 30 CP, so as long as you don't fall below 10, you can continue cashing out. That said, you can no longer bank more than level 14. The final two storylets on this chart will gain you {{IL|Connected: Glass}} or {{IL|Connected: Shroud}} for advancing the Wars of Illusion storyline.
