An update to the Fate policy

Recently, on the wiki Discord we discussed if Fate reward information could be structured similarly to non-Fate effects after User:Elderfleur brought up Your spouse, the Secular Missionary as an example. I have now received a reply from Failbetter that this is acceptable:

We're comfortable with that information being visible, yes

I would like to seek consensus on a few points before we embark to update the wiki accordingly.

1. How to deal with Fate-locked quality change descriptions. In my opinion, either the relevant templates should have an optional Fate parameter that displays a blanket message, or we could make a point to simply omit messages in these cases.
2. Does the message you get after spending Fate warrant inclusion as well.
