So, judging by what each of these are, the unlock requirements for Shore up the landscape and Fend off the incursions of Parabola appear to be to have used hellworms to dig through the mountainside and build through Parabola (or build a spur line) respectively
Edit: each of these options also appear to be entirely separate from the ones found on Troubled Times. the first option has an entirely different ID on this card
